It's gotten too hot out to do any more work on this today, but I'll check for voltage on the green/white wire tomorrow (weather permitting). Since it looks like I can't get a probe into the connector I'll try sticking a pin in the wire and measuring from there.
Interesting that at least according to the circuit diagram available online this wire goes to the anti-theft module rather than a direct source of switched +12v. This implies a fault in that module might cause a problem with power to the ECU.
However, looking further at the anti-theft wiring diagrams this only seems to be the case for anti-theft system without immobilizer. I'm pretty sure these cars do have the immobilizer feature, and the diagram for that anti-theft system does not show a connection to the ECU. (A definitive wiring diagram for this car would take away a lot of guesswork!)
