I had a similar problem on my '93 - if I remember correctly, when you set the temperature to low, it puts the system into recirculation mode. The servo motor for that flap was sticking on mine, and it was dumping hot air from the box into the cabin. I got around it for a time by removing the radio, and reaching through the radio opening to where the servo motors are located on the RH side of the air box, and pushing/pulling on the correct one. Don't ask me which one - I went by feel.
