Coincidentally, the cooling fan on my car stopped working towards the end of the week (and lucky that the previous owner installed a manual override switch!). I dug into it yesterday and found a different wire (between the plug that the switch connects to and the main wiring harness) had broken - as I said above, these wires are somewhat thin and get brittle. I spliced the wire together and when I tested the low speed fan function I discovered that there is a time-delay function in the relay - I could trigger the low speed fan to come on by connecting the black and solid blue wires in the harness, but could not do it again immediately, had to wait a bit, then it would work again. So, perhaps there is something in the circuit of the relay that may be contributing to your issue.
FYI, connecting the striped blue/white wire and black wire will run the fan at full speed; I got it turning at low speed first. If you don't start it on low, there is some chance of blowing the fuse.
