I can't speak for Vermont, but here in the Peoples' Republic of NJ they definitely don't care about the ABS light being on. My '97 sailed through inspection despite the ABS warning now that only the emissions system is checked. (Fortunately on the 9000 the brakes continue to otherwise function normally if the ABS is off.)
I guess if nothing else you could remove the bulbs that illuminate the ABS and SRS warnings. Those failures don't show up at the OBD-II port so no one would be the wiser at inspection time. (I also worry about the decades-old grenade staring me in my face while driving but haven't done anything about it.)
