I have a Chinese Tech2 clone and it works fine on both my 1997 and 1995 9000s. The only complication is the vendors that sell those things only have the newer Saab software for the 9-3 and 9-5. For the 9000 you'll need the "V44" software burned to a linear flash card. The software is available various places online. (For that matter I have it up on my own server). To burn the flash card though you really need and old PC or laptop running 32-bit Windows like XP and preferably a hardware RS232 serial port to connect to the Tech2. (Some USB serial adapters are known to work if needed.)
I've never seen or touched an ISAT so can't comment on that.
