I checked the wiring, it's fine. I tested the fan running by jumping the relay terminals, it works through either relay. I then tested again by jumping the terminals at the thermal switch connector, jumping blue with black makes the low speed turn on, jumping blue/white with black makes the high speed turn on. The only irregularity was that when jumping the thermal switch terminals, the low speed setting worked whether the ignition was on or off, while the high speed worked only when the ignition was on. When jumping the relay terminals both modes worked regardless of the key position (both relays are always powered). Only other thing I can think of is that at "low speed" the fan doesn't seem to be running that much slower, is that normal? Not sure about what to do next, I could change the resistor (I got a generic 50W 0.2 ohm one to try), and swap the thermal switch again...
