What should max boot pressure be for an 88' 9kT?

I have been doing a little diagnostic work on my 88' 9kT to determine if the turbo and APC system are up to spec. I installed a calibrated boost gauge which I can read while driving. it is connected to the extra nipple just befor the throttle body. Max boost pressure I can obtain by flooring it in third and running from about 2500 to 4500 rpm is 10 PSI. The stock boost gauge needle will be just short of the red under this boost condition. Is this what I should be expecting?
