Well, I think it depends on why the wheel is off center. If your wheels are out of alignment, you should have them straighted (it's good for the tires and you). Now, when you take your hands off the wheel on the highway (when no one else is around, of course), does the car go straight down the road? If it does, then that mostlikely means that your steering wheel is off center, like you say. Do you have an air bag?? If so, then I believe you need some special tools (and a code reader-thing to reset the SRS system) to remove the wheel, but I could be wrong. You just have to be EXTREMELY careful with those air bags!
