My Saab dealer told me that if they saw visible signs of heater core leakage, they would replace the heater core under the recall at no cost to me. If there are no visible signs of leakage, then all you get is a plastic cover. The key phrase is 'no visible signs of leakage'. You will smell coolant from a very small leak, one that won't produce any visible leakage. It may take a long time (months?) before you get enough leakage to show up as fluid dripping on the SRS module.
Do yourself a favor - inspect it yourself. You can pull back the carpeting on the passenger footwell. The SRS module is behind the center console. It took me all of about 3 minutes to inspect it (I wanted to see if they really did install a cover - they did). If it looks nice and dry, you might want to wait a little longer. If you have a particularly nice service writer, they may replace the core just on smell - but you'd better point it out. If the fellow wants to follow the rules strictly, just a little smell from the vents when the heat is on won't do it.
