Some oscillation is normal. The system is designed to go to as much boost as possible, but to cut back when knocking occurs. If it's boosting all the way to the end of the red, then ... well, that's a lot of boost, and the system is cutting the boost back normally. It may be that a previous owner shortened the wastegate rod; that could allow higher than normal boost, and the system will cut the boost as required to avoid overboost.
