Fluctuating Voltage

I've got a 1993 9000 non-turbo, and I've noticed that sometimes when I start the car, the voltage on the dash will read as low as 10.9 and other times it will say 11, or even 12. Can someone tell me why it does this? Sometimes the car cranks quickly and other times it doesn't, but it doesn't seem to correspond the the voltage reading on the dash. Could this mean the Alternator is going bad? I replaced the battery about 10 months ago, so it shouldn't be going bad this fast. Any info or advice anyone could offer would be appreciated. Thanks in advance.
