This would be about right for all city driving in cold winter climates. I presume however, that you mean even on the highway, also. That's highly unusual, my '87 9kt got 26-28 mpg on the highway when you set the cruise. You might check into when your O2 sensor was last changed, 60k miles is the general consensus as to how often they should be. It's also possible that you have a malfunctioning Air Mass Meter, this works together with the O2 sensor to determine the mixture. I replaced the O2 sensor in my car with it still had the automatic, and got several MPG increase on the highway, couple in city. When I later replaced the AMM (this was after changing to a manual trans.), MPG went up another couple MPG on the highway.
Do you have emissions testing where you live? Often those tests can tell you if your mixture is too rich...well actually though, it has to be, unless you either drive around at full throttle from one stoplight to the next, or you have a fuel leak somewhere (unlikely that you wouldn't smell it at some point).
