Just because the technician has no other ideas, the solution should NOT be to replace the most expensive component just because it can be removed easily. For $1450, you can afford a *lot* more troubleshooting.
I agree with Quasi, get a second opinion. Just because this guy has run out of ideas doesn't mean someone else may not be just a little more clever. Definately have the fuel pressure AND fuel delivery rate (two different measurements!!!) checked. Just because the fuel filter is new doesn't mean that (1) it wasn't defective, or (2) it hasnt' been clogged recently. Have the fuel quality checked. Check the fuel pressure regulator.
A good technician uses the ISAT to give him/her/it clues as to what is wrong. A poor technician hopes the ISAT will produce an error code telling exactly what's wrong, and it otherwise lost. The ISAT doesn't tell all. There are things to do - checking pressures, measuring if the mixture is rich or lean, etc. Use extra tools, and assume a sensor is bad. If the oxygen sensor is reading fine, stick an emissions tester in the tailpipe to see if it's lying. There are many places to check. If this fellow can't, find someone that can.
