First of all, it sounds like the car does shift, so I don't think it's the shift coupler. You mention you have the problem in both forward and reverse gears. And we know the car is in gear, since the engine won't turn over with the clutch let out. The emergency brake question is actually a good one, because that's exactly what it sounds like, although I know your emergency brake is off. Something is keeping your wheels from turning.
I think one of your brake rotors is fused to a brake pad. This can happen with wet or especially salty conditions. My car was parked at O'Hare for two weeks, and it rained a lot while I was gone, and when I returned, I had this same problem. What to do: Give it some power, slip the clutch, as if you're trying to pull a boat, and it should brake loose with a clunk. Don't be alarmed by the clunk. There is a good possibility a piece of pad will come off on the rotor, and you will know this by hearing/feeling a clunk clunk clunk as you drive, which increases in frequency as the car speeds up, and you'll feel it prominently in the brake pedal. If so, the remedy is to get the rotor resurfaced or replaced. If replacing, check back here for recommendations, because the factory rotors are expensive and no better than some German ones you can get for far less.
