Be aware the instument dimming "rheostat" is different for 1995 and newer 9000"s. If you have installed the newer rheostat, that may be a problem. I do not have a wiring diagram for a 89 but the 92 diagram indicates there is a transistorized dimmer associated with the instrument dimming rheostast. The wires associated with the dimming function are color coded, although the colors may be different between 89 and 92. Power is fed to the rheostat via fuse 29 and a green wire. The transistor module has a green (input power), yellow (control signal from the rheostat), and a heavy brown/white for a return to the rheostat. Four brown or brown/white wires supply power to the lamps from the rheostat. The heaviest brown/white wire connects between the transistor module and the rheostat. The remaining black wire connects the rheostat to ground. Once you have the the wireing connected properly check voltages between the rheostat and transisor module for appropreate function, the transistorized module may be the problem.
Check the Townsend site for your cars wiring diagram.
