my '95 Aero. I believe you are talking about the little hook on the wiper arm and not on the blade itself. The hook is used to retain the spring that holds down the arm and blade to the headlight.
Get a small drill bit that is about the same size as the broken stub of the hook and your replacement part (read on), drill a hole about a few mm deep, doesn't have to be deep just enough to hold a small length of a strong paper clip. Cut a piece of a strong paper clip, you may find something better than a big paper clip. I use part of a small binder clip, you know those black thingy with chrome "handles" (not sure what to call them). I cut a piece of the chrome thing and bend a small hook (the thing already has a bend in it and you can cut it or bend it to your liking) and then get some good epoxy then glue the thing to the hole you drilled.
When everything is cured, put the spring back to the hook.
I did both headlight wipers this way and they have held fine for years.
I am sure the broken hook thing symptom is quite common for model year '93 and later since SAAB changed the headlight wiper assembly due to body style change.
