Auto box problems

I have an 89 9Kt auto. 210,000 miles.
When its cold out the box shifts just fine at any speed in "D".
When the car warms up to operating temp, the auto wants to shift right into 4th gear at under 20 mph. Like from a dead stop pulling away in "D".
It starts out in 2nd gear then 3rd and 4th gear at below 20 mph. If I deck the throtle, it will come back to 1st or 2nd gear and shift fine.
On the freeway at speed it shifts fine 50 t0 70 mph, usually between 3rd and 4th up and down no problems.If Im stuck in traffic, at and idle, it shifts between 1st and 2nd with no problems at speeds under 20 mph.
If I shift the selector manualy, and use it as a manual its fine, no slipping no problems.
I have been changing the fluid every 3000 miles, with the oil, I just have it changed. When I bought the car it had 150K and the fluid wasnt in great shape. But have changed the hell out of the fluid and the it has gotten better. I know it needs work, but should I repair this one, or install a new transmission all together? I cannot afford to install a new one at this time.
The auto box "shifts" are smooth and positive up and down through the gears when shifting manualy or when it decides to shift on its own. No slipping, no hard shifts or "banging" into gear.
The head as been rebuilt and the compression is very good for these miles, 150 155 150 160 or so. Im just not sure what to do.
