You can replace the tensioner pulley from above without removing the fender inner liner (I assume this is what you mean by 'collapsing').
The bolt holding it is standard right-hand thread, with no loctite. In fact, I'm surprised you were able to replace the belt without loosening the bolt. By way of definition, there are two bolts - one is a threaded rod sticking up and forward with a nut on it, that you use to add or reduce tension. The other bolt is horizontal, going through the axis of the pulley, with its head towards the fender. This bolt holds the pulley in place. I loosen this bolt a turn or two, then tighten or loosen the nut on the threaded rod to adjust tension. If the through bolt is too tight, the pulley won't slide up or down, which adjusts the tension.
Basically, loosen the through bolt a turn or two, loosen the adjusting nut so the belt will come off. Then unscrew the through bolt (normal right-hand thread) and pull it out, while holding the pulley with your other hand. It just comes out with a little maneuvering. I've replaced the pulley in about 10 minutes.
Replace the pulley, and screw the through bolt back in but don't tighten. Put the belt back on, adjust the tension, and when you're happy with it, tighten the through bolt.
I recommend you remove the 10 mm bolt holding the coolant reservoir in place, and move the reservoir aside (no need to drain) just to give yourself a little more room.
