all CSE from '95 has the full pressure turbo engine with 200HP. Earlier CSE may or may not have the 200HP engine.
A '95 and later CSE also has the better stereo, wood dash, and various little things.
The hard part is finding a 5-sp CSE. Your price would probably buy you a '95-'97 CSE depending on mileage.
Actually, wanting a 5-sp is in your favor because people don't want 5-sp but the hard part is finding one in good condition.
Your price range is appropriate, I have seen a '97 CSE 5-sp with 64K miles for about $14,000.
