Help! Is it my BPC Solenoid?

I have read most of the old posts on BPC problems, and I think that is what is ailing my 1994 Aero and causing my lackluster boost (it is still pretty fast but I don't want my poor car labeled an underachiever), but I want to be sure before I replace it to only find out that it wasn't it.
The BPC buzzes with the key switched on. I have done the boost test - removing the W hose and carefully explored the boost range and it went easily up to mid red before I backed off (with the hose connected it only goes 3/4's into yellow). I have tried to clean out the BPC with penetrant/lubricant to no avail, and then tried the contact cleaner as well, but still no joy. It doesn't make any rattling noise when I shake it. I have also checked the pin the on the wastegate rod to make sure it is still there, and it is. I didn't specifically check if the wastegate rod moved easily but I think it didn't.
So that is it - any help would be greatly appreciated. Thanks in advance.
