I also have a '93 CSE and have been through the headlight circuit with relay problems(no high beams).
I don't think you have a relay problem. You may have a wiring problem. Check to be sure that the wiring to your fog lights is not damaged. The fog light are controlled by the high beam ground. Fog lights go out when high beams go on.The low beam burn out may not be related. The premature failure is likely due to too high a voltage. I would check the charging voltage on the dash display. It should be less than 14V. If higher the voltage regulator should be checked.
