Should you? No. Can you? Yes.
Face it - if there is no way you'll be inspected, and therefore caught, there is no downside on the legal front.
Of course, the purpose of that equipment is to help keep the air clean. Yeah, I know, it's just one car, and it's old anyway. I mean, it's not like you're changing your oil over a storm drain.
Call me a tree hugger, but if I want clean air and clean water, I feel that the least I can do is keep my part of the universe clean. What you do us up to you.
