The solenoid provides two functions - first, to extend the starter motor gear to engage the flywheel, and second, to switch power to the starter motor. The solenoid essentially acts as a big relay to switch the large current the starter motor needs. I have (far too many) times seen problems in the solenoid contacts - after all, they switch large currents and are subject to arcing and pitting. The solenoid clunks, but the poor connection internal to the solenoid prevents any meaningful current from reaching the starter. So it may be the starter, but it could also be the solenoid.
