It sounds like a wheel sensor issue.
Depending on speed, the TCS tries to inhibit wheelspin by reducing throttle and/or applying brakes. If the car is moving slowly, the TCS commands the brakes to pulse on the wheel the TCS thinks is slipping. At higher road speeds, the TCS first reduces throttle, and if that doesn't work, it applies the brakes.
It sounds like this problem is occuring when the car is stationary. That means that the TCS thinks that one wheel is turning, when you know very well than none are. The only way the TCS knows a wheel is turning is from the ABS wheel speed sensors. My guess is that you've got a bad connection in the cable of one wheel sensor, or a problem with the sensor (loose? internal problem) or its cable. This sensor sends pulses to the TCS indicating that it's turning when it isn't. The TCS thinks the wheel is spinning, since it's turning faster than the others, and applies the brakes. The ABS light comes on because it's getting an errornous signal from one sensor.
See if your mechanic can read out the ABS codes. I'll bet it points to a single wheel sensor.
