The first thing to check is the integrity of ALL the vacumm lines.
3 lines from BPC to "turbo" (output pressure, ambient pressure and control
to the wastegate actuator). line from intake manifold to the "T" then to
the gauge and control line for the hooter valve. The line to the MAP sensor.
The line to the fuel pressure regulator and another to the charcoal cannister. I have probably forgotten 1 or 2.
You can check the hooter valve/turbo by-pass valve by blowing/sucking on
the control vacumm line. If the valve is OK, no air should flow.
It may be that the rod from the wastegate actuator to the wastegate has
fallen off. You can check this visually by laying under the car and looking
up in front of the oil filter. Should be able to see the rod and actuator.
It may a problem with the BPC valve.
You can do a nasty test to determine if the turbo has full output.
Disconnect the middle hose on the BPC valve. Make sure the motor is fully
warmed-up. Take it for a ride and when in 2nd or 3rd ease down on the gas
at a fairly fast rate, boost should go well into the red. Be careful, you
will hit the boost cut-off and the motor will stop until the boost lowers.
Keep your nose away from the steering wheel. Not boosting into the red
with this tests indicates the wastegate rod is off or there is a massive
vacumm leak. Hitting boost cut-off and not seeing the gauge respond means
the line to the gauge is broken.
