I agree with Ari that this procedure is really not necessary, though it doesn't hurt to be cautious. By doing this you check to see that the check engine and oil pressure light are functional and that the car has a good amount of oil and coolant. Obviously this is not necessary unless you tend to leak a lot of oil or coolant. In fact most cars don't have these sensors, not even the newer Saabs from what I understand. I'll get on my soap box for a moment and proclaim this to be a outrage! All cars should have an oil level sensor. There is no point in destroying an entire engine if you are low on oil because a seal/part gave out, the oil pan was punctured by road debris or simply because the car burns a bit of oil and you forgot to check. Yes there is an oil pressure light, but if that goes on the engine may already be damaged. It's just not worth the few dollars in savings by making a car without an oil level indicator. I tend to start the car and wait a few seconds until the level indicators have extinguished before driving off. This also give a bit of time for the oil to get where it needs to be, though how long one should ideally wait is quite debated.
I'm not so sure about the rest of the dealers rational. I don't believe the car performs any "checks" other than the ones mentioned above and it certainly can't check the engine unless it's running. In fact, doesn't the check engine light stay on until you start the car?
I also haven't heard the spark plug theory before, though this could be true of DI equipped cars and I wouldn't know it. They do have a burn off cycle when you shut down the car though.
Bottom line: it's just fine to start it and go unless you suspect you might be low on oil or coolant, in which case it doesn't hurt to wait.
