The solenoid is possible but not likely. As Aeroguy says, check the hoses. First, find the wastegate actuator. It is a metal cylinder mounted near the turbo. It has a metal rod coming out one end and going to a lever under the turbo, and also has a small diameter rubber hose going to the boost solenoid. Make sure the hose is in good shape - no splits or cracks. Next, check the rod coming out of the actuator. It should be attached to the lever under the turbo - if it has fallen off, you'll overboost. Next, grab the rod and make sure it moves back and forth - not much, maybe 1/4 to 1/2 inch, but it should move.
As boost pressure increases, that pressure goes through the hose into the actuator. This presses against a spring in the actuator. When you get enough boost, the rod moves out, and the lever under the turbo reduces boost. If the hose is gone, or the actuator stuck, or the rod has fallen off, you won't limit boost.
