Yes, the two terms are interchangeable. Basically, the crankshaft pulley can also be called the harmonic balancer or vibration damper. The pulley isn't just a solid chunk of cast metal, it's an inner hub and an outer piece that's shaped to retain the belt. The two parts are joined by a circular piece of rubber about 1/8" thick. This rubber joint absorbs (damps) vibrations (caused by harmonic resonance that is inherent in any engine) - hence the names. Follow the link below to see a picture. If the rubber joint fails, bad things will happen shortly thereafter (it will fail completely, the belt will come off, etc., etc.). Any sort of reference mark across the joint will help you to quickly and easily determine if the joint has failed and allowed the two pully parts to slip.
