I would advise steering well clear of this one. Even if it were possible to "disconnect" the turbo, which it isn't, this would be a strong indicator that much is wrong with at least the turbo system in this car. Most likely, the turbo control system has somehow been placed in permanent bypass mode, so while the turbo's still spinning away, its boost is not being allowed to build and isn't being applied to the engine.
A turbo engine in constructed with a lower compression ratio of 8:1 versus 10:1 for a non-turbo engine. Thus, not only is your performance reduced compared to the turbo engine, but it's worse than a non-turbo engine.
Unless this thing is being offered for FREE, stay away. You should be able to find a good example of an 86 9000 Turbo for anywhere from $800 to $1500, so why undertake a car like this one? "Undertake" is probably the right word, as in "undertaker!"
