Several took issue with my response statement "This is a design function" which really was not a very good response at the time without additional information. So today I did some research of my notes titled "Things Saab failed to tell us." here are the results: If you have a 90 or later car with ACC II,with prom 1 or 2;
To stop the air coming from vents you must select some other function other than "Vent" in either Auto or Econ then select low fan and recirculaton. There is no other way.
Selecting "Park" or "Off" returns system to Outside Air if the outside temp is above -8C. If colder, then the Recirculation is automaticly selected and the system returns to 10 percent outside air and 90 percent inside air( this is established by Saab in compliance with Vehicle safety standards and US/Ca federal laws. Under any condition selected there will be a minimum 10 percent throught car ventilation by design. The neat thing on 99 and up with Prom III, when the OFF position is selected the recirculation can still be selected/deselected as wished.(I tried today on both of our 9-5s) It seems that "OFF" position is the "Parked Position" as Saab preferrs to refer to it. I hope this answers your question, if it is not functioning this way then you could have a circulation door or motor problem.
This had never come up before as here in South Florida we never see -8 C, by the time I get up it is "beach time"
