got the crank pully on, now don't know if it's tight enough

I pulled the old and deteriorating crank pully off of my 87 9000t last night using the 4th gear engaged and buddy's foot on the brake (in this case, my future father in law) method after trying the screwdriver in the teeth method kept popping the screwdriver back out of the tranny access hole. I put the new pully on, but the torque wrench i'm using is too short to get any kind of good power on it. so i opted for a length of pipe on my half inch drive. now, using the future father in law in the car method i mentioned before, the crank and rotors are still turning despite having the brakes fully depressed and the car in gear. i'm thinking if this is happening, that it is a sign that the crank pully bolt is tight enough, but i am not an expert, and as i said before, my torque wrench is too short. i guess what i really need is advice at this point. if anybody can help, please do. Thanks
