I think what you're experiencing is perfectly normal. I own a 91, which is not Trionnic, but I suspect that turbos all experience this phenomenon of boost correction at light throttle. It appears to me that boost comes on quite strong at light to moderate throttle and load conditions, and the electronics correct to match the boost to the throttle setting. Because the boost is more than what the throttle setting really demands, the corrections are pretty noticeable. So no, the boost control system is not just a max boost limiter, it attempts to tailor the boost to the demand. Corrections are a lot more noticeable at moderate throttle settings than at full throttle.
