John Moss of Saab had a brake seminar late last year, and TCS was a popular subject of discussion. That's where I've gotten most of my TCS information, but as sources go John is the best, hands down.
John demonstrated some TCS issues on a 9000 Aero, and I'm pretty sure it was a '96. He showed us how the TCS worked by jacking up the front end and stomping on the gas. In the year 9000 he was demonstrating on, the software had been 'improved' to handle two extra problems. The first problem is if the TCS drops the engine into limp-home mode, it required turning the car off to reset it (assuming the fault goes away). The newer software would cycle itself to see if the fault had cleared. The second problem had to do with the situation where a car is parked on ice, possibly on an incline, or in one example, in the middle of an icy dip in a driveway. The TCS senses wheel slip, so it applies the brakes, and the car goes nowhere. That's where the TCS off switch comes in handy - in very slippery conditions where you have to live with some wheel slip in order to get anywhere.
I'd have to dig out my notes, but I believe (don't quote me!) that the TCS in '92-94 is pretty much the same. The '92 TCS box had no way of installing the off switch - '93 & 94 added a pin to the box (hence the different part number) that allowed the Off switch. I *think* that in '95 there was the software upgrade, and the TCS off became standard equipment. Maybe some others can shed some more light on that.
