I live in Canada on Vancouver Island, and here we probably might call the device a dog restraint, rather than a dog strainer - an equivalent for seatbelts, I suppose. Our dogs travel in the rear seat area after the seats have been tipped forward, and we think they are reasonably safe there, since we drive extra carefully whenever we have unrestrained animals on board . If we have three or more dogs in the car (often!) the rear seat backs come down also, and the shelf is removed. Of course, we drive with due consideration of these "loose objects", and the trip to the nearest beach - five to ten km on winding, narrow, hilly roads - is not very long. On the other hand, on German autobahns (150 km/h is normal) we used a chest harness clipped to the D-rings at the base of the lowered seat backs. Untested, but, we hoped, far better than nothing.
