Cabin sensor problems

I know there have been several posts on this, my cabin sensor seems to be acting up (1995 Aero, 196k miles) . When I shut off the car, the fan? inside it keeps going, making a whirring sound of varyine intensity. This am, a very cold one, the fan made a very loud noise before "quieting down". I took off the cover (next to the TCS button) and found it filled with a dustball! I exposed the piece under the cover, but cannot get that out. I removed the filler bar? above it, exposing what looks like a hold down with a torx or allen head screw. Does that have to be removed to remove the cylindrical part ? I am afraid this will draw down my battery , not good with NE Winter . I am wondering about replacement cost for this part? Is there any maintenance to it b4 trying replacement? I had never noticed it making noise after shutdown before. Thanks for any information - tom s
