Converting to a 3" system on your N/A 16V 9000 would prob. do more harm than good by defeating exhaust velocity. Your N/A camshafts provide some valve overlap (intake and exhaust valve open at the same time). This is done to take advantage of the vac. created from the exiting exhaust (during exhaust stroke) and the exhaust velocities will actually help "pull" in air/fuel into the combustion chambers. A 3" system at under 6K rpm would slow down the exhaust velocities and limit the scavenging effect as mentioned above. Since you will not be able to venture past 6K rpm (due to engine management, hydraulic tappets, etc.), It would make more sense to stick with the standard pipe diameter 2.25" and reduce restrictions by eliminating the mid resonator or going with non-baffling mufflers. This will increase exhauast velocities and should greatly improve the scavenging effect.
The early (pre-1989) 9000 implements seperate fuel and ignition control and a "chip" enhancement would only be a modification to the LH fuel control. We looked into "Chip" upgrades about 2 years ago but the performance gains provided were not worth pursuing. Full trionic or DI is a completely seperate issue.
