Update: but first thanks to all those who responded for your valuable comments.
The indy is installing a replacement TCS module as I write this and I hope to be able to pick up my Saab tomorrow.
The explanation he gave is the that TCS module most likely has an internal intermittent fault that grounds the crankcase sensor signal. The crankcase sensor signal can then not get to the DI/APC and LH modules, hence the no-start. Sounds somewhat reasonable to me, but I do not have wiring or circuit diagrams to confirm this possibility.
I do not have the expertise to challenge this, but I know that he replaced the crankcase sensor when doing troubleshooting. Mechanic told me someone had spliced the crankcase sensor wires, but I had him re-install the old one since he told me it tested out okay. Perhaps I should not have, since I now recall a comment somewhere on this BB saiding that just because the sensor tests good is no indication of how it will perform under actual driving conditions. Anyways, I did not feel comfortable with a bunch of items being replaced, especially if culprit (in my opinion) has not been 100% possitively identified.
Should I be suspicious that perhaps the crankcase senor or sensor connections were at fault all along?
