A low voltage reading (0.25 is low) indicates a lean mixture. The O2 sensor produces a voltage that gets bigger when there is a difference between the amount of oxygen in the exhaust as compared to the outside air. So little or no voltage difference means lots of extra oxygen - lean.

It could be the sensor is bad, but it could also be that something else is causing the car to run lean, and the sensor is just telling the truth. The O2 sensor only has limited control of fuel flow at idle. (about 25%). As Paul points out, the AMM controls idle fuel flow, with 100% authority.

First off, pull out the spark plugs and check them. If they look white, even possibly with some white or greenish deposits, then you're running lean. If the plugs look dark grey or black, or even fluffy black, then you're running rich. The spark plugs live in the engine - they tell the truth.

Usually running lean means low hydrocarbons and high NOx, but not always. If you are indeed running lean, check for vacuum leaks. Look for cracked hoses, or hoses that have fallen off. You could also have a problem in the fuel pressure regulator.

If the spark plugs show a rich mixture (dark grey to black), then I would have to agree the O2 sensor is probably bad. As Paul says, get either a Mustang 5.0L O2 sensor, or a Bosch Universal sensor for the Saab. They are all pretty much the same, and they all fit. The only difference between the Universal or Mustang sensor and the Saab sensor is that the Saab sensor has a connector on the end that fits the harness in the Saab. With the Mustange or Universal sensor, you'll have to cut the connector off the old sensor and splice it to the wires on the new sensor. For the HUGE $$ difference between the Saab and other sensors, splice away!
