I have a '95 9000 Super CS with 195,000 miles and replaced the factory shocks and struts at 175,000 miles with Boge all around and new springs in the rear. The car drives as if it were brand new! I purchased them from the Saab Store, (800) 583 - 0370, one of the sponsors of this site and they were dirt cheap!
I live in Northern Westchester, NY and often drive into NYC. The only hope even with these shocks is to dodge pot holes. I have about 45,000 miles on Vredestein Unidirectional tires, I think they are Quad Trac, which are great in the rain. I also run with Snows on steel wheels in the winter. If you want a more foregiving ride, you may want to use Continental CH 95, the same tire that BMW, Mercedes and Audi use on their sedans.
