Front Seat -Belt latch replacement question

I need to replace the latch attached to the passenger side front seat. The access to the 17mm bolt that holds the latch looks tight. Do I have to remove the seat? BTW it is not a power seat. I see four (4) TORX (T50?) bolts holding the seat down. TIA.
