'92 9000T Alarm siren will not stop

This evening when I was ready to go home I found the alarm siren blasting away. The lights were not flashing, only the siren. I tried to reset the system with the three quick turns of the key to the left in the driver's door lock but this had no affect on the siren. Finally managed to silence the thing by pulling fuse 19 from the panel. Then when I started the car the siren stared back up again. Ultimately I disconnected the plug to the siren below the breaker box in front of the battery.
When I got home I locked the car and after the alarm had activated tried opening the hatch. This set of the alarm lights as it should. I then plugged the siren back in which caused it to go off. Trying to reset the system would not silence the alarm.
The only thing I can think of is that there is a short somewhere in the system. Possilby the result of having to drive through a 6" deep lake from snow melt off on the way to work this morning. However, where the siren and other alarm controls are located I do not see how water got into any of the components.
Any thoughts or ideas on what might be going on or how to correct this problem would be appreciated.
