Question on 93 9kt turbo charger

My 93 9kt cd 2.0L (60k or so city miles) does not feel like having a strong boost when needed. It does not have a boost meter --- that is why I say "feel".
A local indy looked at it and told me that the boost pressure is only 0.2 bar (does this make sense?). He claimed that the turbo is leaking oil and is gone and, of course, he could offer the service to put in a new or used one. (Used turbo charger costs USD200; labor cost: USD200)
I am suspicious, for: 1) I observe absolutely no white/blue exhaust smoke at least at idle; 2) the car passed an emission test, which involves reving up the RPM.
It has new hooter valve and BPC valve. When I disconnect the BPC waste gate tube, the boost level is higher but not very strong.
Any suggestions or comments? Is the waste gate a suspect? Should I ask someone to drive after me me to observe the 9kt's exhaust while I try to turn on the turbo.
