Clearcoat problem on 16" wheels '91 9kt. Fixes?

Is this a common problem on these years to have the clearcoat cracking/flaking up and getting extremely dirty underneath? It is just under the coat where the "dished" lip of the rim is polished. The gray painted part on the spokes are perfect. I am the 3rd owner so who knows how often they got cleaned before. I refuse to put aftermarket wheels on my turbo and replace the SPG/Aero style.
Can a body shop fix this without having to re-do the entire wheel? Anyone have theirs done to fix this type of problem?
I had this same problem with the alum. wheels on my '90 ZX-10 Ninja which was bought used. When I cleaned the dust and dirt covered wheels really well after I took it home, I saw how bad the clear was pitted and cracked. It has the same "clean but still dirty looking" characteristics of the Saab wheels.
