as you said, there are two of them in the highbeam housing. There is no fault if one/both of them are out.
No, they are NOT (officially) DRL but they are on with DRL (I think SAAB DRL means every light in the car is on only that you cannot use the high beam, you can flash your highs however).
You can replace the bulbs, you need, a small helping hand, especially on the passenger side.
You can get the bulb from your dealer at a whopping $5 or so each, a better solution is to take the bulb out and take it to a PepBoys and see if they have some, not much cheaper, I think about $3-$4 each.
If you look carefully, you can see the backside of the connector and it's really tight even with small hands. You can only get ONE hand on it but if you know what to do, it's not a problem. I did both on mine a while back.
I would suggest looking at the driver side first and practice how you would remove and put it back before doing the passenger side.
The other option is just to remove the drive side bulb so to match the burnt bulb side. No other lights are affectly by so doing.
