1) When the car is at idle it should be in closed-loop mode, mixture controlled
with the O2 sensor. It will not be rich if it is working right. If the
check engine light is out, it probably is operating OK.
2) Is the smell like rotten eggs? If so, it is the sulphur in fuel. The
cat does not deal with sulphur. You can try changing brands of fuel, some
cars smell more or less on different brands.
3) You have been chasing base boost for a while. I'd wait and see what the
new actuator does. In the mean-time, try the spring idea on the wastegate
arm. Move the arm as far as possible toward the drivers side. This should
shut the wastegate. If the turbo is OK, you will have to control boost
with your right foot, as it will over-boost and hit the boost cut-off.
I really don't believe it's the converter, but I have been wrong a few times
before.
