Mike Smith has it right, just a little terse.
The heat in the car is controlled by a mixing flap - it mixes cold outside air with warm air from the heater core (the heater core is always hot). The flap is controlled by a servo behind the glove compartment, and the servo is controlled by the ACC unit.
It is possible that the ACC unit isn't driving the servo, or the servo is bad. But most likely the arm on the flap has broken, or the cable (just a piece of stiff wire) between the servo and the flap has come loose.
Open the hood, and remove the Horizontal panel at the base of the windshield. In the center you'll see the box with the heater core and blower fan. On the passenger side (Left-hand drive cars) of that box you'll see a plastic shaft coming out horizontally, with a lever arm. Connected to the arm is a stiff wire that dives through a hole in the firewall. First, make sure the wire is attached to the arm, and that the arm hasn't broken. If either happens, the air mixture flap can move anywhere it wants, usually Hot in summer and Cold in winter.
IF the arm is broken, go to the Saab dealer and buy the 'Air Mixture Flap Repair Kit' - this problem is common enough that Saab sells a kit for about $8 (Cheap!!). If the arm has broken near the tip, the kit works fine. If the arm has broken near the shaft, the kit won't work. If you can't splint the arm with the kit, you need to replace the entire flap assembly, which is expensive because it's most of the labor of replacing a blower motor.
So let's hope that the wire has fallen off the arm (like when they replace the heater core, they put the wire on poorly), or that the arm has broken near the tip.
