When you turn the knob on the seat heater controller, you should hear a little 'click' as you go from 0 to 1. That's the sound of a relay in the controller closing. The controller measures the temperature of the seat and compares it to the setting. If the seat is colder than the setting, the relay closes, and sends 12 volts to the seat heater. Once the seat gets up to temperature, the relay opens (click). The relay opens and closes, keeping the seat at the desired temperature. The higher the setting (3), the longer the relay stays closed.
With a cold seat, you should hear the click when you go from 0 to 1. The relay will click again after a minute or so. It takes about 3 minutes to go from a cold seat to 3.
The best way to troubleshoot is to access the connector under the seat. You can measure the resistance of the seat heater, and see if the controller is sending out 12 volts.
In 95% of the cases (in my experience), the problem is a break in the seat heater coil, usually at the outer front edge of the lower seat cushion. The solution is to peel back the upholstery and resolder the break. See Quasi's site on a good procedure, or check back in the archives.
