I had this happen on my '96 Aero. The speedo sender connector (located above the gearbox on my manual, don't know where on an auto) had corroded and was intermittent. Unlike yours, it wasn't just on startup, but went on and off while driving.
Symptoms were: speedo not working, voltage display not clearing after startup, base boost only (came back on full whenever the speedo kicked back in). It also affected my idle while coming to a stop, but not once stationary. The engine would tend to die at junctions.
I found that I could clear the problem temporarily by jiggling the connector, but eventually even that didn't work and a new connector (not a complete new sensor) fitted by the dealer cured the problem. Apparently, corrosion on this connector is not uncommon.
