TCS and ABS

Hi to all. I am having a problem with my ABS and TCS. Big surprise. 1993 9000 CSE, 5 sp, 130k miles. Symptoms are: “TCS CTRL” and “ABS” lights on dash are always lit- they do not go out after a few seconds like they used to. BRAKE FLUID light is on for the usual 10 seconds or so every start up. ABS and TCS do not appear to function, although I swear the TCS worked a few times this winter in icy conditions with the lights still on. Perhaps it was my imagination or I was experiencing intermittent contact with pavement.
This was an intermittent problem for about a year, occurring once every two months or so while driving. However back then when the idiot lights came on while driving I would lose cruise control. The next time I started the car the problem was gone, not returning for a month or two.
Now that the lights are on constantly, I still have cruise and A/C. I have read that when the indicator lights do not go out it is indicative of problem other than sensors or wiring. I am puzzled as to what could be the problem. Thanks for any advice.
