As a general rule of thumb, any cylinder more than 20% lower than the others is a problem. 50% is very bad! The clue to a bad valve is that squirting oil into the bore and doing the test again doesn't make any difference (a difference points to bad piston rings). Death knell? Only if your neighbour is not prepared to fix the valve. If the car is worth selling with a burned valve, it's worth fixing (to someone), unless your neighbour isn't going to tell the buyer about the valve.
If it were my own car, I'd have a go at fixing it. I had a Saab dealer replace two burned valves less than a year ago. Not cheap, but it didn't bankrupt me - I don't visit the dealer much these days, but I thought the car was under warranty at the time. An independent Saab specialist should charge substantially less.
